Snapped Chyann Bratcher and Billy Dean Bratcher

The story of Chyann Bratcher and her husband Billy is the subject of Oxygen's Snapped show, season 13, episode 7. Oxygen describes the show as: Chyann Bratcher, her mother Brenda Fine, and brother Thomas Fine are accused of plotting the drowning death of Chyann's husband Billy Dean Bratcher for life insurance in April 1994..

On September 5, 1995, defendant was convicted for eight crimes including five counts of mail fraud (Counts 5, 7, 8, 9, 10), one count of conspiracy to commit mail fraud (Count 1), one count of conspiracy to commit murder (Count 2), and one count of murder (Count 11). On November 7, 1995. the defendant was sentenced to a term of 51 months on Count 5, terms of 60 months on each of the other four mail fraud counts, a term of 60 months on the conspiracy to commit mail fraud count, and a term of life imprisonment on each of the conspiracy to commit murder and murder counts. Defendant appealed the convictions and sentences to the Fifth Circuit Court of Appeals, who affirmed defendant's judgments of conviction on July 8, 1996, and issued its mandate on July 30, 1996. Defendant did not petition the United States Supreme Court for a writ of certiorari. Consequently, defendant's conviction became final on October 7, 1996. See Sup.Ct. R. 13.1.
